
CASI operates in a number of modes, both
as to type of business arrangements supported and as to methods for
matching aviation community needs with CASI capabilities.
The primary business arrangements used by CASI are:
- Contracting
- Pre-negotiated contracts
- Pre-existing contracts
- Individually negotiated contracts
- Purchase Orders
- Military Interdepartmental Purchase Requests (MIPRs)
- Other possible arrangements
Contracting
In almost all cases, contracting is facilitated by CASI leadership and
program management staff under the principle of "centralized resource
and planning, but decentralized operations". This arrangement ensures
that the CASI customer enjoys the benefit of comprehensive access to
all State-wide CASI researchers, while not having to bear the cost of
an additional CASI statewide contracting office to complete the deal.

Purchase Orders
Some efforts stay under the low limits (e.g. $25K - $100K) for government
purchase orders, and CASI researchers have participated in these business
arrangements. However, the Purchase Order procedure to pay by government
credit card is not an option available to a CASI customer due to current
state financial policies.
Military Interdepartmental
Purchase Requests (MIPRs)
A MIPR may be used to secure the services of a CASI researcher if the
research has a qualified existing program with NSF and the customer
has authority to use a Department of Defense MIPR, funds transfer via
the National Science Foundation to the CASI researchers' institution.
Other possible arrangements
Other arrangements may be possible, based on the model of the Federal/State
relationship, on a case-by-case basis.
