Contracting is the most common business arrangement for CASI programs, and there are several forms of contracting available. They are pre-negotiated contracts, pre-existing contracts, and individually negotiated contracts. In almost all cases, contracting is facilitated by CASI leadership and program management staff under the principle of "centralized resource and planning, but decentralized operations". This means that once a CASI state-wide decision has been made that the best possible research team has been assembled, from any/all universities that could contribute, then the lead CASI researcher's institution takes over to definitize the needed contract. This arrangement ensures that the CASI customer enjoys the benefit of comprehensive access to all State-wide CASI researchers, while not having to bear the cost of an additional CASI statewide contracting office to complete the deal. Once a specific team has been assembled, preliminary meetings with the aviation community customer are held to ensure full understanding of requirements, expectations, and technical capabilities. Then the actual contractual arrangement is between the customer and the institution of the lead CASI researcher.

Pre-negotiated Contracts
CASI actively seeks to team with industry partners on a non-exclusive basis. Examples of a pre-negotiated contract are any of the omnibus contract vehicles for which CASI has completed a teaming arrangements and pre-negotiated subcontracts with a prime contractor. These pre-negotiated contracts currently include:

  • FAST - the Flexible Acquisition and Support Tool contract, for which CASI is teamed with five of the six FAST Primes.
  • TTOES II - the Technical Task Order and Engineering Services II contract out of Tinker AFB. CASI is teamed formally with one of the seven TTOES prime contractors, and has worked with most of the other six primes.

Pre-existing Contracts
As a state agency, CASI is available to join any such team if desired and requested by the Prime Contractor.

  • RESULTS - the omnibus contract released by FAA Mike Monroney Aeronautical Center. Although not teamed in advance with any RESULTS Primes, CASI has had discussions with several RESULTS contractors and can readily team on a project basis.

Individually Negotiated Contracts
Although uncommon, if an aviation customer desires an individually negotiated contract, CASI will participate in this kind of business arrangement.
